No, the reason the mods were mad at you was because you were spamming topics on the forum. Now, I forgive you, and I'll move on, but as for the other mods, it's their choice.
These shortcuts are configurable in [File] --> [Configuration] --> [Shortcuts] for those who do not have a numpad.
EDIT: I am sure that you are still using the 0.3.0. stable version. Started from 0.3.5. beta, F2, F3 and F5~F8 are assigned to other shortcuts, thus making only F4 and F9 work as before (octave 2, 7).
Also, the shortcut None+F1 is forced to launch the help file (Ctrl+F1 is another shortct), hence it is not used to change the tempo.
