Simply say, this tutorial is outdated. Hand-drawn envelopes have been implemented since 0.2.5., where the tutorial is made by the time people are still using 0.2.4.
Your best bet would be to read the Wiki on this site & the instruction manual included with FamiTracker (you can read it by pressing F1 on your keyboard, if you have the program opened).
