BTW what key is a basic note stop?

I keep changing the "Step" size to "1", but it keeps automatically changing back to "2".

Does this happen to anybody else?

Try checking the step button in the pattern editor. It's probably this. I'll try to help you out if this doesn't work, but you'll have to walk me through the issue.

May I ask why? It should be trivial to program, it gives you higher resolution to work with, it's the system many of us grew up with, NTSC versions of games are usually the canonical ones, etc. etc....

It is not trivial. It was never intended for this program (developing started 5 years ago), so it is not just a constant in the code, it is hundreds of KB of code full of magic numbers.
