The rules seem to be the same as FCM8:
-Submission must be NSF format.
-Up to 5 tracks per NSF.
-No more than 2 NSF's in total, one for originals and one for covers.
-Any sound expansion can be used, including just the 2A03 without DPCM (Classical).
tappy got away with submitting 2 files under covers, which kind of pissed me off a bit too considering the rules were quite clear about there being a maximum of 1 file in each section.

Some people are completely against the 1-file-per-contestant rule, especially because it makes voting a mess. I saw VERY HEATED comments about it on IRC. So yeah, people incensed enough about the rule will simply disregard it, especially if it's not a vital rule (nothing will happen if you submit 2 files instead of 1, anyway).
Not to mention that if you're using Famitracker and you want to use more than 1 expansion (as in, make several songs using a different expansion each time), you're pretty much forced to submit several files.
I completely agree! I think one file per section per entrant is preposterous and disingenuous. But I hate the fact that you can disregard the rules like that with no consequence more. Someone got DQ'd for including more than 5 tracks in their NSF, but somehow entering more than one NSF is fine? Please.
I wonder if the rule is the exact same as it used to be, except now you can just have 5 tracks in a single NSF. So, maybe people can actually still submit as many NSF's as they please?
No, it's pretty clear that you're only allowed 1 NSF per category:
