Hm. You could use the Rxy/Qxy command with x set to F to go to a new note without retriggering the envelope.

True, but depending on the distance between notes the sweep could be noticeable.

The point is not having to use quick pitch bends to get that result.

Actually, speaking of that, it would be nice if using 3xx didn't retrig the envelope too.

Technically it doesn't, it's the new note that retriggers the instrument's envelopes. So the only issue is when to retrigger the envelopes on a new note and when not. (An interesting sidenote is that changing instruments without a new note retriggers the envelopes.)
