For what in FT there is an adjustment of quality of sounding of the imported sample (.wav) in a smaller side? To leave value 15, and well would be.

I'd say it's there in case you need more space for samples, then you would want lower quality samples. That, and some samples actually sound better with quality set to 14 or 13.
