Wow, this is really brilliant. I didn't think you were going to be able to pull of the sick chord at the beginning, but then you managed to make it all sound spectacular.
The kefka laugh at the end was a really nice touch too
I saw 2A03 Dancing Mad and thought this was going to be a joke/troll post. What a Herculean undertaking; just thinking about all the arp work makes me slightly dizzy.
Couple of small errors here and there, but nothing that disturbs too much that which should be. I like how phases 3 and 4 turned out in particular.

I will parrot everyone else and say that this is brilliant and the laugh is excellent and my hat is off to you. Now, it seems that in frame 43 (and the other frames that use the same melodic pattern), the melody is a bit off -- you have it going G# D# E C# E F# F# E D# C#, when it's actually G# D# E C# E F# F# E C C#.
Just a smattering of more or less clerical mistakes. Like the end of pattern 2E in Pulse 2 (all places that figure appears, frame x43 is earliest): I believe the melody that terminates that phrase is F# F# E B# C# while yours plays F# F# E D# C# (if you have it, an arp of | 12 0 15 3 should create the right interval).
EDIT: Ah, ^ beat me to it. I suppose this decreases the likelihood of me hallucinating the difference in my head.
Frame 5F Pulse 1 (the singing): Original has an extra upbeat going into the loopback (where the speed picks up again), should be on the last two rows of the frame. Also, next frame (x60, penultimate frame) you have a suspended thing where the original seems to be vanilla C# minor (this is probably the most obvious thing I heard; in short, depending on how meticulous you are these things might not even be worthy of mention). At any rate, that's all I can think of for now.
